China extends $14.5m grant to Seychelles as free trade deal nears

China has extended new RMB 100 million (about $14.5 million) grant to Seychelles to support priority development projects as the two countries move to operationalise their zero-tariff agreement expected to take effect on 1 May.

The announcement was made during a courtesy call by Chinese Vice President Han Zheng on President Patrick Herminie in Victoria on Sunday, signalling deepening economic cooperation as the partners mark 50 years of diplomatic relations.

The grant comes as Seychelles prepares to benefit from China’s zero‑tariff policy for African countries, with negotiations on the “early harvest arrangement” for a bilateral free trade agreement now completed between the two countries.

The mechanism is designed to fast‑track tariff‑free access for selected goods ahead of the full implementation of the broader trade agreement, giving small economies like Seychelles an early boost in exports and market diversification.

Herminie welcomed the support and reaffirmed Seychelles’ commitment to the One China policy, noting that China remains one of the country’s most reliable development partners.

He highlighted progress in housing, healthcare, education, infrastructure and maritime security, saying China‑funded projects continue to deliver tangible benefits to Seychellois communities.

Han said he had seen firsthand the impact of China‑supported development during his visit and praised Seychelles’ people‑centred governance approach.

He reaffirmed China’s readiness to continue backing the country’s national priorities and said Beijing would remain committed to fairness, justice and the shared interests of developing nations.

Both sides also discussed expanding economic cooperation, tourism and people‑to‑people exchanges, with leaders noting the potential to increase Chinese visitor arrivals through improved connectivity.

They exchanged views on regional and global developments, stressing the importance of stability, dialogue and adherence to international law.

Following the bilateral meeting, Vice President Han and Seychelles Vice President Sebastien Pillay co‑hosted a ministerial session focused on elevating the Seychelles–China Strategic Partnership and strengthening cooperation across all sectors.
